PASC Admission and Application
Preliminary Administrative Services Credential (PASC) Online Admission and Application.
Registration for the 2025-26 Cohort ends on December 1, 2024 (Or when the Cohort is full). Registration for the 2026-27 Cohort will open on June 1, 2024. Completed applications will be reviewed on a rolling basis each month. Applicants will be notified within 30 days of submittal about their status. All decisions are final.

- Possess one of the following valid credentials:
- A clear or life California teaching credential that requires a baccalaureate degree and a program of professional preparation, including student teaching or the equivalent, and holds an English Learner authorization; or
- A clear or life designated subjects teaching credential in adult education, career technical education, vocational education or special subjects, provided the applicant also possesses a baccalaureate degree, and holds an English learner authorization; or
- A clear or life California services credential in pupil personnel services, health services for school nurse, teacher librarian services, or speech-language pathology or clinical rehabilitative services requiring a baccalaureate degree and a program of professional preparation, including field work or the equivalent.
- Have a minimum of four years certificated teaching/school services experience with a valid credential. Applicants may be in their fifth year while concurrently completing the PASC program.

Section 2: Upload the following documents:
- A resume showing current position and at least four years of work experience using your credential or equivalent.
- Two letters of recommendation that speak to your leadership ability and potential.
- Verification of experience from your employer using this form. (Link to VOE form) A minimum of four years certificated teaching/school services experience. Applicants may be in their 5th year while enrolled in the program.
- Copy of your credential.
Section 3: Submit narrative responses to the following prompts:
- Why are you interested in participating in CCCOE's Preliminary Administrative Credential Program?
- What types of instructional leadership opportunities have you participated in and what leadership skills would you bring to this program?
- "All students can learn at high levels." How feasible do you believe this applies to public education? Please cite examples in your response.
