The purpose of tobacco-use prevention education (TUPE) is to prevent or reduce student tobacco use and nicotine addiction through tobacco-specific, evidence-informed educational instruction and activities that build knowledge, social skills, and youth development assets.
The Contra Costa County Office of Education provides technical assistance to school districts to develop and implement effective, comprehensive tobacco education programs. Support provided to local education agencies (LEAs) includes:
- Assistance with the tobacco-free school certification process.
- Provide technical assistance for comprehensive tobacco use prevention education programs, including curriculum, intervention, and youth development.
- Support strategies to eliminate tobacco-related disparities within the county.
- Encourage and support cessation efforts by students and school staff.
- Provide countywide professional development for staff.
- Assist with planning educational and engagement opportunities for parents and families.
- Support California Healthy Kids Survey (CHKS) administration, data analysis, and communication.
- Coordinate the countywide TUPE Collaborative for districts, direct-funded charters, and community partners.
Our County Office TUPE team also provides direct services with students in our County Office programs, including Marchus, Mt. McKinley, and Golden Gate Community Schools.

Contra Costa TUPE Collaborative
Our Contra Costa County TUPE Collaborative includes school staff, students, parents, other agencies, and community organizations and provides ongoing project management of the comprehensive school-based tobacco prevention efforts across the county. The group meets quarterly to discuss current trends, share organizational updates, and hear from experts in the field.
