Children Youth Behavioral Health Initiative (CYBHI)
The Children and Youth Behavioral Health Initiative (CYBHI) is a significant five-year initiative in California that aims to transform behavioral health support for children, youth, and their families. As a part of CYBHI, the Department of Health Care Services (DHCS) has awarded School-Linked Partnership & Capacity Grants, which will provide $550 million to California public K-12 schools ($400 million) and higher education institutions ($150 million). The School-Linked Partnerships and Capacity Grants Program has three primary goals:
Fee schedule readiness: To increase the number of Local Educational Agencies (LEAs) who meet the operational readiness requirements needed to join the behavioral health provider network and utilize the fee schedule.
Expanded access: To increase availability, equity, and range of behavioral health services in schools or school-linked settings by augmenting LEAs’ capabilities and capacity.
Collaborative Infrastructure: To develop or enhance collaborative infrastructure across LEAs, Medi-Cal and commercial managed care plans (MCPs), county behavioral health departments, and community-based organization (CBO) providers that focus on child and youth behavioral wellbeing.
The Santa Clara County Office of Education, in partnership with the Sacramento County Office of Education, will oversee fund distribution of School-Linked Partnership and Capacity Grant funding to all 58 county offices of education (COEs).

Contra Costa COE has been awarded $9,304,240 in a one-time School-Linked Partnership and Capacity Grant to strengthen school-linked behavioral health services and build operational readiness for its Local Education Agencies (LEAs) and Charter Schools. This one-time investment will be distributed to LEAs and Charters in the county whose intentions are to participate in the statewide multi-payer fee schedule.
